Galmudug’s regional peace talks break down, enabling piracy groups to target commercial vessels near Somalia’s northeastern coast

Galmudug regional president Ahmed Dualle Geelle on 1 October issued a three-month state-of-emergency decree, in response to losing a ‘no-confidence’ motion on 26 September.
Geelle’s decree facilitates redeployment of security forces to urban centres located in northwest Galmudug, in order to defend his government against rival clan militias. The vote also resulted on 28 September in the breakdown of peace talks between Galmudug and neighbouring Puntland. These were intended to resolve border skirmishes along the disputed boundary.
