Diplomats from the U.S. and U.K. met with Libyan militia officials in recent weeks to help restart oil exports from the beleaguered country, militia and Western officials said.
The meetings with a convalescing militia leader in Istanbul and his rivals in Tunis are part of a drive to help Libya’s government fight Islamic State by reviving Libya’s oil industry.
